Its goal is to reduce the discharge of untreated industrial pollutants into the sea and public sanitation networks by encouraging business owners to invest in the infrastructure necessary to protect water resources and the coastline.<\/p>\n\n\n\n<p>The Industrial Upgrading Program, through the Competitiveness Development Fund, grants financial incentives and subsidies to industrial firms and related service providers.
